Sara Humber
Programme Director for the MIM Sustainable Communities for Learning Programme , Welsh Government
Sara is the Programme Director for the MIM Sustainable Communities for Learning Programme for Welsh Government deployed there via Local Partnerships. Since starting the role in January 2018, she has structured and delivered a bespoke partnering arrangement for Wales, which will allow the Local Authorities and Further Education Institutions of Wales to access partnering services to facilitate the delivery of brand new facilities via the Mutual Investment Model (“MIM”).
This strategic partner named the Welsh Education Partnership WEPCo is now in the delivery phase developing over £200 million of educational projects. As well as being a senior practising commercial lawyer specialising in PPP Sara has extensive experience in structuring and delivering competitive dialogue procurements for the Public Sector. Since leaving private practice with Addleshaw Goddard, Sara has worked for Central Government, working for PFS on the Building Schools for the Future Programme and then ESFA. At ESFA, Sara was responsible for developing much of the standard documentation, in particular the Output Specification and Procurement Documents for the PSBP PF2 programme.
She then delivered as Project Director and Commercial Lead the £110 million North West PSBP PF2 batch. She has extensive experience acting for Local and Central Government as well as for the private sector including funders. Her experience on PPP schemes spans many sectors including education, social housing, waste and health."
