The 17 Schools PPP in Thessaloniki Region is a major educational infrastructure project delivering seventeen (17) new, modern School Units across the Region of Central Macedonia through a long-term Public–Private Partnership (PPP). The Project covers the design, financing, construction, operation and maintenance of school facilities, ensuring quality, sustainability and long-term performance.The Project responds to significant shortcomings in existing school infrastructure, which in many cases was ageing, inadequate or unable to meet modern standards for safety, accessibility, energy efficiency and contemporary educational delivery. Growing demand for educational facilities and evolving pedagogical requirements created an urgent need for large-scale infrastructure modernization. Following the approval by the PPP Interministerial Committee back in 2019, the Project was procured through a competitive and transparent international tender process which was launched in May 2021 by Ktiriakes Ypodomes S.A. The Project was structured as a 27-year off-balance-sheet PPP which fortified strong market participation and culminated in the signing of the PPP contract on 30 October 2024. The seventeen (17) School Units comprise a total gross area of approximately 50,600 sq.m., accommodating a wide range of educational levels. All facilities are designed to integrate seamlessly into their urban context while offering high-quality indoor and outdoor learning environments. The Project places strong emphasis on bioclimatic design, near-zero energy performance, accessibility and inclusivity, incorporating renewable energy systems, advanced building management and safe, barrier-free access for all users. In doing so, it delivers lasting educational, social and environmental value for pupils, local communities and the wider region.
