In 2025, the team successfully delivered market-leading advisory work on the £2bn+ Haweswater Aqueduct Resilience Programme (HARP) — the first large‑scale UK water project to reach financial close under Ofwat’s Direct Procurement for Customers (DPC) PPP model. HARP reached financial close on 14 August 2025, setting a new precedent for regulated utilities procurement in the UK water sector. BCLP advised Cascade Infrastructure Limited, a joint venture between STRABAG, Equitix, and GLIL Infrastructure, through a complex, multi-year transaction requiring expertise spanning project finance and development, NEC construction, regulatory frameworks, equity investment and long-term operations and maintenance. Simultaneously, BCLP continues to advise a consortium on the D35 motorway PPP concession — the Czech Republic's most significant PPP opportunity and a potential catalyst for reviving PPP procurement across Central and Eastern Europe. To date, the team’s advice has successfully guided the consortium through to the competitive dialogue stage. Together, these mandates demonstrate BCLP's ability to both win and deliver innovative, market-shaping legal solutions on first-of-their-kind PPP transactions, establishing precedents that will define European infrastructure procurement for years to come.
