Bevan Brittan

Bevan Brittan is a leading UK adviser in the PFI/PPP market, recognised for championing effective collaboration between the public and private sectors. In 2025, we have advised NHS Trusts, local authorities and central government (including Welsh Government, DESNZ and Ofgem), alongside sponsors, contractors, SPVs, funders and investors, across more than 75 operational PFI/PPP projects, including many of the largest and most complex schemes approaching expiry.

Our dual perspective enables pragmatic advice that aligns grant funding, contractual frameworks, funder requirements and commercial drivers. Major mandates include advising on the £1.5bn Welsh 21st Century Schools and Colleges MIM Programme (supporting all 35 Welsh authorities and colleges, and delivering the first three operational projects), the NHS LIFT and Community Diagnostic Programmes, and complex operational hospital PFIs representing over half of all £100m+ NHS PFI schemes in England. With 16 specialist partners and a multidisciplinary team, we advise from procurement and financial close through operation, refinancing, dispute avoidance, expiry and handback. We are recognised for de-risking operational issues, facilitating agreement ahead of expiry and preserving long-term PPP relationships. In 2025 we have driven efficiencies: standardised variation suites across health schemes, programme-wide template documentation accelerating approvals, and governance tools supporting proactive expiry planning. Our work on major projects such as the Welsh MIM Programme and the expansion of HMP Parc demonstrates our ability to structure bankable, market-responsive solutions while maintaining delivery momentum under complex governance and public scrutiny. Calm, solutions-focused and technically outstanding, we stand out as a trusted, sector-leading PPP adviser.
