Over the past year, Fulcrum Infrastructure Management has reinforced its position as a leading SPV provider through two flagship PPP projects: the Welsh Education Partnership (WEPCo) and Ireland’s Limerick Tunnel. Both projects showcase FIM’s industry-leading approach in three areas - 1. Digital innovation; 2. Net Zero delivery; and 3. Showcasing the strengths of PPP working.

In Ireland, FIM’s digital innovation project transformed operational reporting for the Limerick Tunnel. Previously reliant on static spreadsheets, reporting was slow, fragmented, and lacked real-time visibility. FIM introduced a dynamic digital platform enabling instant access to a range of performance metrics. The project has had a transformational business impact and sets a precedent for innovation on other similar transport projects. In Net Zero delivery, 2025 saw WEPCo complete the Mynydd Isa Campus as the first Net Zero Carbon school within the region. Cutting-edge energy technologies mean the new school campus has been designed to generate as much energy as it consumes, setting new industry standards for Net Zero delivery. The delivery of Mynydd Isa Campus under the Mutual Investment Model also served as a shining light of PPP working to deliver critical infrastructure. The project was not only delivered on-time and to-budget, it has also already led to shared financial returns for the public sector - a milestone for PPP projects in Wales. So through digital innovation, new standards in Net Zero, and as a flagbearer for PPP working, FIM should win the SPV Partnership Award as it continues to set new benchmarks for industry.
