IML is an award-winning specialist SPV manager that delivered strong outcomes for public partners and end users in 2025 in the UK, Ireland, and France. We are increasingly acknowledged for successful expiry delivery and sector leading initiatives across multiple assets and authorities. We have completed eight successful hand-backs and advanced best practice through early engagement, clear governance and evidence led processes that peers are adopting.

A defining example is the transfer of Chepstow Community Hospital to Aneurin Bevan University Health Board. We resolved an ambiguous valuation mechanism, implemented joint condition and fire safety surveys, adopted the IPA expiry toolkit as a shared basis for data, captured obligations and completion in a simple handback agreement. Service continuity for patients was maintained. We also strengthened national practice on contract completion for the RMS DBFO A1(M) and A417 or A419 networks. We led collaborative planning, created a single source of truth for programme and evidence, and supported the development of National Highways’ Contract Completion Management Toolkit through a superuser role and continuous user testing. Programme efficiency and reduced disruption were delivered, including a reduced night closures on representative schemes. Our people and ESG commitment amplify impact. We maintain multiple ISO accreditations and IIP Gold accreditation, pursue net zero, and deliver social value beyond contract requirements, including charity partnerships, and initiatives such as Safety Days, Wash Up Days on our Roads, and other exceptional transformational activities across our project. Furthermore, we launched a refreshed brand and expanded services to support clients end to end.
