Leeds City Council Schools PFI


Leeds City Council has one of the biggest PFI portfolios in the UK with an aggregate capital value of over £1bn, with 13 PFI projects of different types and ages, covering schools, independent living, housing, leisure, street lighting and waste. The PFI Team manages Leeds City Council’s operational schools PFI projects and provides expert PFI contract management, expiry services, commercial and legal support for all of Leeds City Council's PFI projects. Alongside setting the strategy for PFI expiry, the PFI Team delivered Leeds City Council’s first PFI school expiry in 2025 which is recognised by the Department for Education as to be an example of best practice.

The PFI Team has eleven officers with excellent PFI contract management, programme management, commercial and technical expertise. Its purpose is to ensure the performance and availability of excellent quality educational facilities which create an environment where children can fulfil their full potential through fit for purpose accommodation in which they can learn, thrive and grow.
