Paul McGoldrick
Principal Consultant, Arup
After an early career working on major transport infrastructure projects, including HS2 and the UK’s strategic road network, Paul joined Arup’s PPP team in 2017. He has progressed to work on Uzbekistan’s potential first highways PPP and a new pilot model for student accommodation in Kazakhstan. Paul relishes the opportunity to add value through his technical knowledge and experience, and his clients also appreciate his excellent communication and project management skills. Over the past nine years, he has developed and expanded his skill set, accumulating experience in new sectors, new regions, and across a range of public-private partnerships. At the same time, he has proactively taken on roles involving mentoring, leadership and business development. He is a reviewer for the Institution of Civil Engineers’ chartership process and served as a committee member for Arup’s award-winning LGBTQ+ employee resource network. Paul continues to add to his already well rounded experience in lender’s technical advisory, grantor and operation and maintenance monitoring. In 2026, he will monitor a PPP project in Türkiye through its construction phase. Simultaneously, he will undertake a project for which he led the winning bid: the Road Sector Pipeline Development Study in Ukraine, funded by the European Bank for Reconstruction and Development.
