Pinsent Masons

Pinsent Masons’ infrastructure practice is one of the world’s largest, with more than 500 lawyers advising across the full lifecycle of major infrastructure projects. As pioneers of PPP legal advisory since the inception of UK PFI, we have taken market defining expertise to more than 30 jurisdictions, successfully closing over 350 PPP projects globally.

Our breadth spans transport, social infrastructure, energy transition, utilities, digital infrastructure and emerging smart city programmes, underpinned by deep sector knowledge and delivery of bankable, innovative solutions for public and private sector clients. Across Europe, the Middle East, Africa and Asia, our teams continue to shape the most complex and strategically significant PPPs, pushing boundaries of procurement and contracting strategy, sustainability integration and financing sophistication. A unifying theme is our commitment to embedding climate aligned contracting, balanced risk allocation and frameworks that can be replicated national programmes. Two flagship examples demonstrate the depth and impact of our practice. In Ireland, we advise Transport Infrastructure Ireland on Dublin MetroLink, the country’s largest civil engineering scheme and a landmark for European mass transit PPPs. Our procurement, contracting, ESG and sustainable finance work is helping set a new benchmark for integrating EU Taxonomy and corporate sustainability requirements into complex delivery models. In parallel, our work Uzbekistan—supporting the government and multilaterals on the country’s first healthcare and social infrastructure PPPs—is establishing an investable, internationally aligned PPP market from the ground up. Pinsent Masons track record reflects not only legal excellence, but a sustained contribution to the evolution of PPP globally.
