RUMO is a landmark higher education PPP developed through a 38 year partnership between the City of L’Hospitalet, the University of Barcelona (UB), and the private consortium RUMO, led by Equitix and cpm. Conceived as an open, community integrated academic facility, RUMO responds to critical structural needs of both the Bellvitge Campus - one of Spain’s most significant academic and healthcare hubs - and the densely populated Bellvitge neighbourhood, historically lacking affordable accommodation and educational infrastructure.

The partnership goes beyond traditional PPP structures by embedding measurable social, educational, and environmental objectives into the contract, supported by qualitative tendering criteria and performance indicators for service quality, sustainability, and community accessibility. This framework ensures long term alignment of interests, continuous improvement, and strong public–private collaboration. Delivered ahead of schedule in 2025, the project demonstrates exemplary planning, milestone management, and cost control. Its architectural design combines functional excellence with strong environmental ambition: the 197 room, 211 bed residence achieves Class A energy performance and integrates photovoltaic panels and water and energy efficient installations. The building harmonizes with its surroundings also through the preservation and replanting of existing vegetation. RUMO’s impact extends far beyond accommodation. It provides open access to cultural, study, recreational, and coworking spaces, strengthening campus life and fostering meaningful interaction between students, university staff, local residents, and families of hospital patients. By merging academic purpose, social cohesion, and environmental responsibility, RUMO stands as a replicable model of inclusive, future oriented university infrastructure and a benchmark for transformative PPP delivery.
