ViA15 Motorway Public–Private Partnership

The ViA15 motorway project is one of the Netherlands’ most ambitious and future focused transport infrastructure initiatives, designed to complete a vital east-west corridor linking the Port of Rotterdam with Germany. GelreGroen is central to delivering this transformative scheme, where each shareholder draws upon 15+ years of partnership with Rijkswaterstaat (RWS) and a proven track record in major European PPPs.

The project exemplifies innovation, becoming the first Dutch infrastructure scheme to deploy a Senior Debt Funding Competition – a financing model jointly implemented by GelreGroen, RWS and the Province of Gelderland to secure resilient, long-term funding. This innovative approach builds on the shareholders experience from six landmark Dutch PPPs (delivered together and separately). A testament to the strength of the partnership, the project has been shaped by perseverance and close collaboration through a challenging period marked by regulatory change and global market pressures. Together, the consortium and RWS updated the DBFM contract, agreed a revised construction schedule and secured financing from 12 lenders including the European Investment Bank, reaching financial close in December 2025. Sustainability is embedded throughout ViA15’s nature inclusive design and low carbon construction approach, supported by intelligent traffic management and active transport lanes. With construction commencing in 2026 and maintenance running to 2051, ViA15 will significantly reduce congestion, enhance regional mobility, and deliver long-term social, environmental, and economic value across the Arnhem–Nijmegen region. It is a best-in-class example of how innovative PPP structures and committed partnerships can deliver transformative national infrastructure.
